What is Enhancing Human Capital?

Enhancing Human CapitalTM (EHC) is a set of methodologies and practices designed to
create a healthy, thriving and growing organization.

The system is designed around the concept of
getting the Right staff, doing the Right things as the Right time, for the Right reasons.


It consists of three interrelated processes:
Asset Management
Building Human Capital
Quality Assurance


A systemic Competency-based HRM system


Lunch-n-Learns


The EHC Team holds monthly Lunch-n-Learns to explore topics with the public.




These allow us to:


  • Perform a deep dive on individual topics
  • Allow non-members to participate and benefit from the knowledge
  • Lead conversations important for healthy businesses



Our Lunch-n-Learns are:

  • Held on the 3rd Thursday of every month (11:30 - 1pm ET)
  • FREE to anyone who would like to attend.
  • Online via Zoom

(We started out by meeting at area restaurants, but have since moved online via Zoom)

Meet the EHC Team

The Enhancing Human Capital Team is a consortium of consultants who are all members of RPCN. This group came together to learn and promote the proprietary methodologies developed by Floyd Tucker. These consultants are experienced and accomplished in their individual specialties and strive to incorporate these methodologies and practices into their business.

David BassettDave Bassett
Dave has been a Patent Agent registered to practice before the US Patent and Trademark Office since 2004 and has helped people get patents in a wide number of fields. Dave also has a strong interest in helping others to become more effective in their interations with their colleagues and as such has been a charter member of the RPCN Enhancing Human Capital team. He is also a current director and past president and a past treasurer of RPCN.

Devin K. FloydDevin K. Floyd
The president of NYOCON... Devin is a consultant who's vision is to see the Corporate World become a place where employees can thrive and enjoy working.

Devin spent the first 20+ years of his career working as a Systems & Network Engineer in the corporate world. He has gained experience and wisdom working for companies of all sizes: mega corporations, medium and large sized companies, universities, and startups (one that grew to become a Large Corporation).

As someone who enjoys wearing several hats, his roles would naturally expand beyond just engineering, where he discovered that he had a knack for working with and managing over-stressed and frustrated teams of employees, making dysfunctional environments productive, and putting smiles back on the staff's faces.

Based on his decades in corporate IT, along with 15 years in M&A environments (performing numerous consolidation efforts), followed by his intense self education within the entrepreneurial world... he sees leader development as a major "missing piece" to the puzzle.

His mission is to develop leaders at all levels of an organization, while helping usher in the new evolution of the Corporate World.

Robert LewisRobert Lewis
Bob has owned and operated several small businesses for over 40 years. His prime was Manpower Staffing for 32 years in Rochester, NY and thereafter a franchise brokering business, followed by a business consulting business called Advicoach, dedicated to improving entrepreneur performance. These led to his current enterprise, Entrepreneur Central. This is based on the vision that all of us need to understand better and cultivate the entrepreneur in all of us and apply the approach to improve all our lives.

Robert ManardRobert Manard
Bob is a lifelong resident of Rochester, NY and holds a BS degree in Computer Science from St. John Fisher College and an MBA in Electronic Commerce from the Simon School of Business at the University of Rochester.

As the owner of Faces That Work, Bob works with a wide variety of clients and independent consultants, helping to ensure that everyone involved in a project achieves their own definition of a happy ending.

Director of Digital Strategy and former president of the Rochester Professional Consultants Network [RPCN], Bob is also active in several local organizations, including Mobile App Rochester, Google Rochester, WordPress Rochester, and serves on the Technology Committee at the Greater Rochester Association of Realtors.

David PoweDavid Powe
David Powe has over 30 years of experience and expertise in implementing the philosophies, methodologies, and tools of Operations Excellence (OpEx). Prior to launching AIOPX Management Consulting in 2011, he held strategic leadership positions including Director of Manufacturing, Director of Supply Chain Management, Plant Mgr., and Project Mgr. with industry leaders in manufacturing, chemical engineering and financial services. Having led large organizations, David understands how to engage and energize teams, creating a culture of operational excellence. Since launching AIPOX, he has specialized in tailoring approaches to OpEx for small and mid-sized businesses in numerous markets and industries. He launched the first-of-its-kind peer learning group for Minority and Women Owned Businesses - The Procurement Ready Roundtable.

David has an MBA, from the A.B. Freeman School of Business and a BS in Chemical Engineering, both from Tulane University. He's a GE trained Lean Six Sigma Master Black Belt and Certified Business Professional by the Aji Network. David has worked closely with senior and line management of organizations of all sizes and in diverse business functions, both domestically and internationally producing extraordinary results!

History of EHC

EHC began with a former RPCN member named Floyd Tucker. Floyd spent the first 20 years of his career working in HR, where he grew to dislike what Human Resources had evolved into... he was disappointed in how poorly HR departments utilized and developed their employees. He spent the rest of his career helping companies strengthen their HR, improve their work environments, and turn around low productivity.

Floyd's work evolved into a complete system which he called Enhancing Human CapitalTM . With this, he was sought out by desperate CEOs who would hire him to come into their companies and help turn them around.

RPCN has since inherited Floyd's body of work [sincere thanks to Floyd Tucker for bestowing his body of work to RPCN]. Several RPCN members have taken the ball and run with it. They formed a mastermind group and are focused on internalizing the knowledge and incorporating it into their own practices. Today, EHC is a living and growing knowledge base, and the team members continuously help it evolve to reflect the needs of the current workforce.
